[Update 28th Nov 2023] Currently some damage calculations on the PTS are incorrect, e.g. Blooded is currently calculated multiplicatively, which results in a huge buff. It is currently still on the PTS and it is possible that this bug will be introduced with the live patch.
The long-awaited Atlantic City update finally awaits us on December 5th, 2023. On the PTS we have already been able to test some interesting changes, locations, new items and the new expeditions. In this summary you will find out what to expect.

Atlantic City Expeditions
Two atlantic city expeditions are going to the in this update.
Atlantic City Quests are not yet included in this update.

(Expedition) Atlantic City: The Most Sensational Game
This is a deadly race against the Batsuuri twins, with danger lurking around every corner. Both obstacles and opponents must be overcome to reach the goal.
The game of all games takes you to the Atlantic City Boardwalk, where you meet the Batsuuri twins in a dark atmosphere at the beginning.
After fighting your way through the overgrown, you go into the Atlantic's aquarium. There you will also find the huge model of the blue whale. Overall, everything in this aquarium is bathed in a blue mood that is reminiscent of Bioshock.
There you now make your way through the competitors and have to defeat them all in order to ultimately compete against the Batsuuri twins.

(Expedition) Atlantic City: Tax Evasion
This is about Billy Beltbuckles, the mafia's accountant (The Family), who fudges the books a bit in order to avoid paying the accountants and entertainers.
When you arrive in Atlantic City, random tasks await you at the beginning. For example, disposing of body parts in garbage bags on a garbage truck.
Then you go to the casino and further tasks await you. Bugs need to be defused, auditors eliminated, faulty slot machines looted, etc.
In the end, defeat Buttercup and the auditors to save Billy.

Lesser Devil
A new predatory cryptid that hunts in packs and uses both powerful melee attacks and projectiles.
Jersey Devil
The Jersey Devil is a Cryptid and quite similar to the Blue Devil.
More Stamps / Rewards in all Expeditions
Both the PITT Expeditions and the Atlantic City Expeditions can now give you more rewards than previously thought. The PITT "Union Dues" Expedition can now give you up to 16 stamps. In “From Ashes to Fire” you can get up to 17 stamps. You can receive up to 20 stamps each from the Atlantic City Expeditions “The most sensational Game” and “Tax Evasion”.
You can also receive up to 6 legendary items.

Muni Armor (not in this update)
The new "Muni" armor has already been highly praised by many PTS testers and has a reputation for being better than the Secret Service armor. However, we don't get these in this first Atlantic City update yet. The plans for the armor are currently not available from Guiseppe for stamps. Instead, they are intended as a reward for the 3rd Atlantic City Expedition "The Human Condition" and also in the upcoming quests.
In addition to the resistances, the armor has the special set bonus: Electrical Fire
The description of Electrical Fire says:
"Electrical Fire: Full set of Muni armor grants <+MAG> fire damage when struck"
Season / Scoreboard 15
The scoreboard of season 15 is completely casino and gambling themed. There are numerous interesting new rewards. You can find the full list and all preview images in our datamining for season 15.

The circuit breaker
Circuit Breaker is a new 10mm pistol with special effects that you will receive as a reward on the board in Season 15. You also get the white, black and “poker” paint finishes for the weapon on the game board. The circuit breaker uses fusion cells as ammunition. Mods are similar to the 10mm pistol, but there doesn't seem to be an automatic receiver or a prime receiver.
Special features include the anti-armor effect, an optical flash effect on critical hits, +15% faster reload and a bonus effect on the last shot in a magazine. The final shot, when hit, triggers an energy explosion that stuns nearby enemies. Stunned enemies are then immune to further stunning for 10 seconds.
You can learn the mods for circuit breaker by scrapping 10mm pistols as far as we currently know.
The circuit breaker can NOT be rolled. The legendary effects are not changeable.
Two new Fallout 1st Survival Tents
Gazebo Survival Tent (Season)

The Gazebo Survival Tent is a Fallout 1st reward from Season 15 and has the following features:

- Cooking Station
Flatbed Truck Survival Tent

The Flatbed Truck Survival Tent is a Fallout 1st Atom Shop item (so will likely be a free monthly item for 1st subscribers) and has the following features:

- Stashbox
- Cooking Station
Weather Control Stations
The new Weather Control Stations are devices that you place in your CAMP. Once you have set up the weather control station and supplied it with power, the weather in the area of your CAMP will be changed. Atom Shop preview images are currently available for the following weather control stations:

In total, however, there are already 4 weather control stations in one list:
- Clear sky
- Atlantic City Promenades (Night)
- Snow
- RAD Storms
So the RAD storms will probably come in a later update. Other weather scenarios are also conceivable, such as: Quantum Weather or Mothman Equinox.
Note about the rumors around the Snow Weather Control Station:
In some groups you read that the snow weather control station should not be released in this update. Apparently because it isn't visible in the CAMP build menu.
However, everything else speaks against this. There were even new storefront images with snow in the last PTS update (see datamining). And it was even mentioned and shown directly in the Dev Diary stream. So I would be very surprised if they didn't release it for Christmas. That would obviously reduce sales drastically, which Bethesda certainly doesn't want.

Level 20 Loadouts for new Players
The recently postponed loadouts and level 20 boosts now come into the game with this update. With a new character you have the option of either going to level 1 from the vault, or already to level 20 with basic equipment and a few perks for a build of your choice.

Elemental Damage gets increased by Perks
The elemental damage of weapons gets increased by perks that increase the weapon damage. e.g. RAD-damage of an automatic Radium Rifle gets increased by Commando Perks. Same for Fire-, Cryo- and Poison-Damage.
Overdrive Changes
The chem "overdrive" doesn't stack anymore with other chems. Only one chem with critical damage bonus can be active.

Melee Buff Changes
The recipes and effects of melee buffs have been fundamentally changed. None of the melee buffs stack like they did before.
- Mutant Hound Stew is now Tasty Mutant Hound Stew: +85% fortify melee damage (up from +15%) and requires 6x Wood, 4x Boiled Water, 4x Pepper, 12x Mutant Hound Meat, 6x Starlight Berries.
- Mutton Meat Pie is now Tasty Mutton Meat Pie: +85% fortify melee damage (up from +15%) and requires 6x Wood, 4x Boiled Water, 6x Carrots, 4x Pepper, 12x Sheepsquatch Meat.
- Yao Guai Roast is now Tasty Yao Guai Roast: +85% fortify melee damage (up from +15%) and requires 6x Wood, 8x Mutfruit, 4x Boiled water, 12x Yao Guai Meat, 4x Pepper.
- Yao Guai Ribs: +40% fortify melee damage (up from +10%) Requires 4x wood and Yao Guai Meat (up from 1 each)
- Mutant Hound Chops: +40% fortify melee damage (up from +10%) Requires 4x wood and Mutant Hound Meat (up from 1 each)
- Mutton Chops: +40% fortify melee damage (up from +10%) Requires 4x wood and Sheepsquatch Meat (up from 1 each)
- Glowing Meat Steak: +40% fortify melee damage (up from +10%) Requires 4x wood and Glowing Meat (up from 1 each)
New variants:

Enklaven Plasma Mods Spawns
All Enclave Plasma Mods now have a small chance of spawning as boxed mod. This affects spawn points in the Mire and Cranberry Bog, where other enclave plasma boxed mods have already spawned. There you can find now also e.g. Stocks or Reflex Sights.
There are even references to all train station vendor bots as well as random encounter "Paranoid Robot about to explode" and the traveling merchant in the camp. Possibily we will see the mods there too.

Gillman Lumber Mill: The responders have taken over the Gillman Lumber Mill and set up a new vendor, specializing in weapon skins and backpacks!
Factions: We’ve added various new points of interest associated with different factions in the Forest area, and a new Daily Quest in the region.
LOADOUTS
We’ve made various changes to pre-made Loadouts you can choose from after exiting Vault 76. This includes changes to recipes, munitions, inventory and more.

DESIGN CHANGES AND IMPROVEMENTS
Audios: We’ve removed mentions of ultracite battery cells from Responder dialogues.
Backpacks: When leaving the Vault, players will be granted the new Vault Backpack.
Crafting: Known expedition plans and recipes no longer show as available for purchase in Giuseppe’s shop.
Enemies: We’ve made various balance changes to lower-level enemies and creatures and adjusted the health values for various enemy groups that appear in events.
Perks: Single rank Perk cards will now appear in Perk Card Packs.
Perks: Weapon Damage perks now correctly increase damage dealt.
User Interface: By Default, only Main and Event quests are tracked on your screen. This can be changed in the settings menu.
Vendors: We’ve added Ammo and Medical machines to the Whitespring Mall.
UPDATE NOTES NOVEMBER 3, 2023
Today’s PTS update comes with hundreds of fixes, we’ve included some of the most prominent ones you’ll notice below.
DESIGN CHANGES, IMPROVEMENTS, & BUG FIXES
Quests
- Rebalanced the number, and difficulty, of enemy encounters in both "Tax Evasion" and "The Most Sensational Game"
- Fixed a bug that would see "The Twins" revived when backtracking through the Boardwalk after "The Most Sensational Game"
- Revised placement for Sal during his involvement in "Tax Evasion", and adjusted some of his dialogue
- Balanced and verified rewards for both missions
- Additional refinement to streamline mission objectives on "Tax Evasion"
- Added proper quest fanfare art for "Tax Evasion" and "The Most Sensational Game"
- Resolved some issue around Billy Beltbuckles getting into combat with the Showmen during "Tax Evasion"
- Changed the hold button for tracking new quests- It is now Dpad Down on controller and G on keyboard. This allows players to freely open the map, but will block emoting while the quest tracker is on-screen
- Miscellaneous quests will no longer trigger the Quest Available Fanfare
- Main Quests can now trigger the Quest Available fanfare if they are not set to auto track
World
- Resolved some areas where the player could become stuck in the Casino
- Adjusted the placement of some objects and furniture in the Casino, for better player interaction
- Adjusted the activation zone on the "Inconspicuous Assets"
- Fixed a number of visual issues in the Casino Quarter area
- Fixed bugs with "unresponsive" furniture inside the Casino
- Fixed some stair navigation issues for actors inside the Casino

- Tato Grenades should have improved visuals and no longer bounce
- Adjusted recipes and build limits for building Casino games in Workshop
- Fixed an issue with Overgrown missile explosions not playing
- Fixed numerous Workshop placement issues around new items
- Fixed several minor cosmetic issues with Overgrown style weapon skins
- Fixed a bug around placing a Care Package at Settler's Ridge
- The Plan for the Vault Tec survival backpack should now be tradeable
- Players no longer get a free Small Vault-Tech Survival backpack when crafting a Small Backpack
- The Small Vault-tec survival backpack now properly changes names when a different skin is applied
- Vault Tec Survival Backpack now correctly displays if its Small
- Moved Recipe: Small Backpack from the Overseer's Cache in Morgantown to the cache at the Overseer's Camp near the Wayward.
