Expected Changes for Patch 46 (Season 14) [22th Aug 2023]

The next season and patch 46 are already upon us. We have already observed many changes on the PTS, some of which were released in the last patch. Many changes are still open and are now expected in patch 46. The date for the update has not yet been finally confirmed, but the end date on Steam was already set to August 22nd, 2023 at the beginning of season 13. The official community calendar also says August. Since these are both official information, I would on 22nd Aug or 29th Aug 2023 expect the update for patch 46. If other dates become known here, the article will be updated.

Patchnotes Changes

  • There are now level 10 versions of T-45 and Raider Power Armor.
  • We’ve added a “New” filter when viewing Perk Cards.
  • We now give a warning to players under level 50 trying to enter Daily Ops.
  • All workbench lists use alphabetical sorting.
  • Item names in workbench are standardized across all lists.
  • Show unlockable button now shows recipes you can learn through a plan, scrapping, or can purchase in the Atomic Shop.
  • Unlearned recipes show the name of the plan you need, what item to scrap, or lets you buy it from the store.
  • 1-star legendary mods no longer show up under "Random Legendary Mods". 2- and 3-star mods now display correctly under "Current Mods" when inspecting an item.
  • Improved the learned mod counter.

Patchnotes Design Changes

  • We’ve lowered the level requirements for Various Perk cards.
  • Added more default C.A.M.P. recipes for all players.
  • Rebalanced combat in Morgantown and Summerville.
  • Replaced the Liberator Bots outside of Vault 76 with Feral Ghouls.
  • Lowered the frequency of enemy attacks on the player’s C.A.M.P.
  • Adjusted the Gun-Fu Perk effect and text description.
  • The bugs have been exterminated, and mysterious construction has begun at the Gilman Lumber Mill.
  • Renamed over 600 C.A.M.P. Items.
  • Removed the Hunter/Hunted radio station and event.
  • Good with Salt description accurately states the effects of the modification. The Refrigerated mod does not stack with the perk.
  • Grenadier perk now applies to Gauss weapons.
  • Players will no longer receive Legendary Power Armor pieces as rewards from Events and Quests until level 20.
  • Legendary creatures no longer mutate at 50% Health to have Health regeneration, but instead have 60% increased Health.
  • Various changes to health, resistances, and weapon damage for the following creatures: Super Mutant, Protectron, Mole Rat, Mr.Handy/Gutsy, Feral Ghoul, Scorched, Glowing One, Assaultron, Mirelurk King, Mirelurk Crab, Cave Cricket, Radscorpion, Angler, Floater Flamer, Floater Freezer, Floater Gnasher, Mutant Hound, Liberator, and Mirelurk Hunter.
  • Reduced the amount of pop-up information upon exiting the Vault.
  • Increase Aid items in low-level quest rewards and challenges.
  • Daily Ops rewards prioritize giving un-learned recipe rewards to players. Once all recipes are learned, players will start getting repeats.
  • Other players can no longer steal your C.A.M.P’s bone chimes.

Patchnotes Bug Fixes and Improvements

  • Adjusted the terrain around the Moonshine Jamboree event, and fixed an issue that could cause the event to fail when depositing Gulper Venom with a few seconds left on the timer.
  • Fixed various Excavator Power Armor inconsistencies.
  • Rad Scorpion Omelets now heal Formula P addiction.
  • The Carnivore Mutation now works with the Cannibal perk.
  • Fixed an issue preventing players from V.A.T.S targeting extra-large creatures from a distance.
  • Fixed an issue causing combat groups to persist over long distances, keeping the player in combat.
  • Fixed melee Power Attacks sometimes not registering as Power Attacks.
  • The Imposter Sheepsquatch area of attack can no longer damage players who are out of sight of it.
  • Fixed an issue where a player could become stuck in the Vertibird post Expedition.
  • Mutated Party Packs now grant healing Salves when all recipes have been learned.
  • Salvaged Assaultron Head now displays Charging damage instead of Single Shot.
  • New players no longer receive an un-named radio station with information on Nuka-World on Tour upon leaving the Vault.
  • Players can no longer attack with auto-melee weapons and sprint at the same time in 3rd person
  • Nuke effects no longer appear indoors.

Reduced the weight of rifles by 25/50/75%. Stacks with on piece of wwr armor (20% weapon weight reduction), not more because 90% weight reduction is the limit.

New: Stable Tools

Reduce Auto-Melee Weapon (not Minigun Shredder) condition drain by 10/25/40%

Changed: Science (base, Expert, and Master) Perks grant 5/10% damage to Energy weapons per rank, up to +30% in total.

"Energy weapons" in this context match what you would expect in old Fallouts, any high-tech small arms that are in this list:
- Any laser gun
- Any plasma gun
- Any Gauss weapon (except the Minigun)
- Tesla
- Alien blaster and rifle
- Gamma Gun
- The S14 Circuit Breaker 10mm Pistol
- Auto Axe w/ Electrified mod (this might be a bug, or part of a test for elemental damage on melee weapons)

Changed Grenadier Perk: Has huge impact on exploding bullets now

Gun Fu does more damage: 10/30/60%

Until now the bonus was 10/20/30%, that was changed on the PTS.

Legendary Enemies

Legendary creatures have a larger bonus to their base HP [0001C339]:

1-star: +100% HP (from +25%)
2-star: +140% HP (from +50%)
3-star: +220% HP (from +100%)

(below two are unused)
4-star: +300% HP (from +150%)
5-star: +380% HP (from +200%)

This is +60% HP compared to live and is compensation for these creatures losing their ability to heal to full @ 50% HP. They have gained a net of +10% effective HP and have the janky healing effect removed.

More PTS Changes

  • Medium Generator no longer requires a plan and is known by default. Plan is deprecated.
    Same for Plan: Metal Bed and Plan: Mattress
  • New ATX 'Root Celler Shelter' (no images yet)
  • New scoreboard fermenter coming (does the same thing)
  • New 'modern home' fusion core recharger (atx).
  • New creepy candy bowl (does same thing as spooky candy bowl)
  • New ATX 'Generator - Power Shelter'. Generates 999 power and radiates 999 power. Can build 2.
  • Score Reward (Season 14): Military Cryo-Freezer. Works like the atomic shop freezers BUT stops all food spoilage for everything loaded in it. FoodSpoilageRateMult=0 where the atomic shop ones is -0.5. Can hold up to 150 50 individual items (no stacks). And the items are in your stash like other displays/freezers
  • The new ally in DSJ's datamines is: Lite Ally: Grandma Junko (Pronounced June-Ko)
    Season 14 reward.
    Buff: Grandma's Home Cooked Meal - Fills hunger and thirst meters and freezes them for an hour.
    She's Japanese. Sassy and grandmotherly in her dialog. You can also tell her stories about things you've done if you've completed the various main quests in the game.
  • Big news: Daily ops rewards have been reworked so they function like the Mutated Events plan rewards. You will always get an unlearned plan. Once you learn all the plans, you will then get duplicates (even dupes of the untradeables) and then you will START getting the apparel items as well. The rare and uncommon lists are tracked separately. (edited to correct the apparel info)
  • Cookie jar resource collects mud cookies, Fancy Lad Snack Cakes, smores, and blackberry honey crisp
  • Autominer 'collectron' collects black titanium, ultracite, aluminum, lead, copper, and steel. All raw ore that has to be refined into scrap.
  • Seems there's some new failsafe timer on Beasts of Burden to hopefully prevent it from bugging and staying running indefinitely like some have observed.
  • Several Perk Card Sets can be activated at once with a slider

Not in this patch / coming later: New setups for new players

New players can now choose when leaving the vault, if they want to start from level 1 or if they want to start "Batttle Ready" on Level 20 with some basic build and dedicated equipment.
